Report of School committee April 8, 1824 The Committee to whom was informed the consideration of the question "What improvement can be made in the present mode of instrucing the town schools, what expense would arise from such improvements", by leave respectfully to report. That they have devoted that attention to the subject referred to them, which their leisure and opportunities admitted, are of opinion that much improvement may be made in the plan of our publick schools, that many inconveniences evils now exist with regard to them which it is desirable, should be remedied as soon as the circumstances of the town will admit. Among these evils they would mention 1st - That some of the school houses, owing to the smallness of the buileding, are so crowded during a great part of the year, that it is with difficulty the pupils can attend to all the branches of education, particularly that of writing. This crowding of the schools is in part attributable to the unavoidable admission of boys, who for want of women's schools or other prliminary means of instruction, cannot read except in the alphabet or memorylables, attention to these boys occupies a great part of the time of the instructer. Either these or the higher classes must therefore be neglected. Or, if the instructer attempts to apportion his time to the different classes of the school, so little time must necessarily be alloted to each one, that but little benefit can be derived from his labors. 2nd - Another very serious evil exists, which your committee think ought if possible to be removed, but feel themselves at present unprepared to suggest the remedy. The evil is this - Full half of the children of those inhabitants who claim the benefit of the publick schools, have for one half of the year no opportunities of publick instruction, and during the other half they have but two hours a day allotted to them. We refer to the female children. Now when we consider the stations which these females are hereafter to fill in society, the relation they will probably sustain via that of mothers. When too, we consider that the first most lasting impressions which children receive are those which are made upon them by their mothers, we are decidedly of the opinion that females should have all the advantages of education which possibly can be offered them. 3rd - Another evil affecting chiefly the Center school is its situation. The disturbance occasioned by the carts standing outside and by the noise of persons and teams constantly passing is so great that it is with extreme difficulty that the duties of this school can be properly attended to. Other evils exist, but the consideration of them will be for the present postponed. In consequence of the present depressed state of the financial concerns of the town, the committee forbear recommending any improvement or plan for the Town to adopt at this time, unless they should think that some plan, resembling one, which the Committee have under consideration will be adopted so as to diminish the expense to which the town is subjected. We can only present the outlines of the plan referred to. They are this - That the number of schools in the town be reduced to two. That the North School house be removed to the old work house lot and an addition of 20 or 25 feet be made to it. That the South school house be removed to the SW side of Training field hill and placed on a line with the Gun house and enlarged 20 or 25 feet. That the Town be divided into two school districts North & South - that Meeting house lane and the N Wharf lane being the dividing line. The cost of these removals and additions has been ascertained not to exceed $8000. The saving to the town arising from this plan will be $200 per year of the salary voted by the Town and the fuel of one school The other advantages which is is expected to accrue from the adoption of these plans are these - By having the Lancastrian System introduced in part at least into these schools, more children may be admitted into them and they would be more specificly and more throughly taught the rudiments of education and they would acquire what we think of great importance, habits of order and obedience. The Committee however would observe that the adoption of this plan must be in its own nature an experiment. They would not therefore take the responsibility of vouching that all the good effects would result from the adoption of this or of any other plan, which they may wish or expect. Nor would they, considering the present embarasment of the town, recommend any plan for their present adoption which may occasion expense. If the town should think it expedient to make at present no altercation in the plan of our publick schools, the committee would respectfully suggest the propierty of furnishing to the younger children of parents, some means of acquiring the first rudiments of spelling and reading, other than the present publick schools.
